Command is a sacred trust provided to the leader by the Lord, not the people, for the lives of its citizens. Command includes the authority and responsibility of effectively using available resources for planning, organizing, directing, coordinating, and controlling God’s Arm (Joel’s army) to accomplish assigned missions.
